Three overlapping regulatory frameworks

  • Human Medicines Regulations 2012 — applies if the imported substance is a medicinal product by presentation or function.
  • Customs / HMRC — duties, declarations, and import documentation requirements.
  • Drug-control law — Misuse of Drugs Act 1971 or Psychoactive Substances Act 2016 can apply to specific compounds.

Practical uncertainties

  • Border seizures of grey-market peptide shipments are not uncommon.
  • Recipients can be asked to demonstrate a lawful purpose.
  • For animal-use claims, the Veterinary Medicines Regulations may also apply.
  • Customs declarations that misrepresent contents create independent legal risk.
